Preparing technical documentation is often the biggest barrier to implementing an energy investment. Thanks to the ELENA Program – funded by the European Investment Bank – industrial companies can receive up to 90% grants for analyses, audits, and technical projects necessary for implementing energy modernizations. DB Energy, as an official program partner, supports companies throughout the entire process: from qualification, through documentation preparation, to investment implementation.
Energy transformation with real support – also for SMEs and mid-cap companies
Rising energy costs, decarbonization pressure, and ESG requirements are pushing companies to invest in energy efficiency. However, the most common barrier is not technology – it is the cost and complexity of preparing documentation. The ELENA Program, funded by the European Investment Bank, addresses this issue – allowing companies to cover up to 90% of consulting service costs at the investment preparation stage.
DB Energy, as a technical partner of the Employers of Poland, provides the full range of services eligible for funding – supporting industrial companies in moving from concept to complete investment documentation.
What does the funding cover?
Under the ELENA program, financial support can be obtained for services such as:
- Energy efficiency audit and energy audit (ex ante)
- Investment feasibility study
- Cost-Benefit Analysis
- Financial model / economic analysis of the project
- Technical documentation
- Energy performance certificate
- Applications for financing (e.g., FENG, green loan, other sources)
Funding covers up to 90% of the net value of the above services – the investor only pays 10% gross.
What investments are eligible for the program?
The program covers documentation preparation for projects leading to at least 30% reduction in primary energy consumption, including:
- Thermal modernization of production and service buildings,
- Lighting system modernization,
- Improvement of heating and cooling systems,
- Integrated renewable energy installations (e.g., PV, heat pumps),
- High-efficiency gas cogeneration (if part of a comprehensive efficiency package).
Not eligible: construction of new buildings, standalone renewable energy installations (e.g., PV farms), and fossil fuel boilers (except gas boilers with efficiency >90%, as part of a broader package).
What does the process look like?
- The company signs a tripartite agreement with DB Energy and the Employers of Poland
- DB Energy provides consulting services
- After service acceptance, the investor pays 10% net
- The remaining part (90%) is covered by the grant
There is no obligation to use a specific source of investment financing – it can be FENG, a loan, leasing, or own funds. The key requirement is that the investment is initiated and documented, and the environmental effect is achieved or planned.

We have signed an agreement with Żabka Polska Sp. z o.o. for the generation and sale of electricity from a photovoltaic installation
On 23 February 2026, we entered into an agreement with Żabka Polska Sp. z o.o. for the generation and sale of electricity from a photovoltaic (PV) installation located on the roof of Żabka’s logistics centre in Małopole. As part of the cooperation, we will deliver the investment and will be responsible for its operation, acting as the Operator of the installation.

Summary of 2025 at DB Energy
The year 2025 brought several interesting projects, new partnerships, and continued support for companies in achieving cost-effective decarbonisation. DB Energy has been operating since 2009. Since then, we have carried out over 1,500 energy efficiency audits and developed projects with a total value exceeding PLN 5.63 billion. Our activities have helped reduce energy consumption at our clients’ facilities by more than 9.8 TWh per year, resulting in annual savings of over PLN 2.2 billion. In 2025, we signed several key agreements, established new partnerships, published our industry report, and delivered many other important initiatives.
